it's trolling you. never rely on tooltip unless you're playing a tooltip warrior build e.g. warchief.

its my main concern with playing my elementalist so far.

I'm doing storm call elementalist and its just too good. in merciless now and dual wielding sceptres, one magic I found in normal ledge with +1 lightning gems and I'm still using it.
the 3 link storm call in it almost one shotted merc hillock. Get a good timing with the shock + ignite conflux and you melt anything, its so fun to play around.
Maybe inquisitor has more deeps at very high levels of gear but I'm not concerned about that.

1. totems
2. DD builds which take pressure off "hit" damage
3. unreflectable builds

if you are doing something like ele howaa or some sunder brainrattler build that do a fuckton of ele damage per hit, you still can probably outleech single reflect rares

You're wrong and I don't have to test it. Both degen and regen are active at the same time, there is no "canceling out" process being worked out. Due to this mechanic, you're never at full life with a degen on you.
