Set up a hotbar like that on a class, and I mean an actual class like archer or gladiator, and then have the macro copy the hotbar that you set up on that specific class.

The only reason why it has in-depth guides right now is because these classes have remained unchanged for over a year now.
You'll notice that most the guides have been posted at the beginning of this year.
They likely wouldn't have up-to-date guides on 4.0 rotations until at least months after its release.

Yes. It's completely random. Completing FATEs may trigger the RNG chance, but that hasn't been confirmed.
