Germany only allowed 10,000 German jews to immigrate to Israel per year, and they had to pay an extraordinate fee to leave the country as well as give up any property they left behind. And even if they agreed to do this, Germans made them go through bureaucratic hell to get all their paperwork finalized. And this was only BEFORE war broke out.
