It's not. You are confusing people who are logged into the game through Steam with people who are logged in through both Steam and CFN. When CFN is down, you can still be logged in through Steam.

Good clarification on why any idiot would think being logged into CFN would matter.
Interrupt trap strings with mids, jump back/foward or just walk back. Remember the character doesn't have low confirm and has to commit to sweep to stop you from just walking back all day. Interrupt with a 3f after s.hk if you got one, use v-reversal to get him off you.

It's the double hitting knee move. That mu can be a bit tricky for Akuma, he has some good options against air fireball with his slide, but check first if the Fang player actually has the reactions/knowledge to do it. S.hp is really good in neutral against him.
You have to disrespect im sometimes with dps to make him scared, his damage isn't that good so punishes aren't too insane. Also you can check the coward crouch startup (move where he lies down on the floor at first) with lows as well if he abuses it. You can also (ex?) dp through close range traps/fireballs on reaction.

It's a mix of frame data, hitbox and distance afaik, it even differs if the character have the exact same frame data. For example he's +1 against clawless Vega's s.lp but +4 against MIka's cr.lp.
