It's based on server average. SEA is harder to play on.

I guess you could draw from this that SEA players win games, while EU players like to farm damage. The damage numbers seem to be slightly higher for EU, but the EU winrate numbers are abysmal.

Against stuff that gives you broadside, sure, you can do pretty good damage. The problem is that despite good AP being the German Cruiser 'thing' their AP is actually kind of crap in practice because it has trouble penetrating as soon as stuff starts angling, so you're sometimes forced to spam HE. You'll have to use both pretty regularly, and you'll get used to when to switch between them after playing her for a bit.
