Depends on what you call tier 2, but even then, if you group "tier 1" as the teams that make it to TI without regarding obvious differences in quality, tier 2 doesnt cut it nowadays to make it to a top LAN, it isnt 2013 anymore.

tier 1 = The top 3-4 teams, are obviously on another level, consistently beat tier 2 teams and are contenders for the LANs they play at (EG, OG, Wings)
tier 2 = makes it to relevant LANs but will always lose against tier 1 teams
tier 3 = makes it to qualifiers but can only hope to win irrelevant tournaments where not even tier 2 teams play

- Teams realized that rushing blink on cent isn't always the best option, as he farms a lot faster with hood
- +2 mana Regen Talent, cent used to have huge mana issues the talent takes care of that
- Slardar moved more into a support position opening a spot for cent in the offlane
- Ult is great for disengaging, which is great in teamfight meta

I most go pms because of armor nerf. you really stood no chance in laning alone with greedy oov blight stone greedy build.

core is sabre phase boots and i will choose between diffusal (Necrophos/WR etc)/deso (snowballing hard)/silver edge (PA, Zeus, jugg etc) depending on the situation.
the next is literally whatever, this 3 is what's important and the source of mk's power
