After every shot the gun recoils, but not just the gun on screen recoils, your cursor also recoils. However, while it appears that it is recoiling, if you hold down M1 you will shoot in exactly the same place every time.
To add to the confusion, shooting a bullet and then moving the mouse slightly upward will result in a dramatic movement upward of the cursor. Shooting a bullet and then moving the mouse the same distance downward to resist recoil does NOT translate to the same on-screen distance. This is terrible for muscle memory and there is no reason for it to be like this

Blizzard, if you want recoil on mccree's gun then make it true recoil, don't give it all these weird properties that fuck up your aim ON AN AIM-INTENSIVE CHARACTER

literally just use it until you get used to them. I used to use rshift for jumping and the arrow keys for games when I was a kid. took me awhile to get the feel for WASD.
