With a van like that, it's probably surveillance. Since you noted other cars appearing and swapping people to the van, that means it's some sort of organized surveillance. You should report it as a suspicious vehicle to your local police. It could be a private investigator firm too. Chances of it being run by organized crime are unknown to me since I can only speculate.

But certainly, anytime you have a vehicle parked with people in it and the people are regularly swapped out by other cars driving up to it, well, that means it is surveillance. Of who? What are your street parking restrictions? Most places have a restriction on how long a car can be consistently parked on the street within an X hour period within Y distance of the last place it parked. Check your bylaws, call bylaw accordingly. If the van doesn't move, isn't told to move, etc, then it's likely a government or otherwise authorized vehicle.

Report as anonymously as you can (payphone, friend's phone who doesn't live near you) so that if it is a surveillance van, they don't know who it is, would have to assume it's the person they're surveillance-ing, and leave anyways.

That surveillance would have low success rate in my neighborhood. While people like getting rid of crime, many households here hate big brother just as much and how it reduces our freedoms with invasion of privacy. Some sneaky van would certainly be mentioned in our threads. The people being surveilled might find out if they are active participants on our site. Since we ban all streetside parking, they would have to surveil from being parked in someone's driveway. The FBI can override our rules by court order (and they would get it as they have pet judges that basically say yes to all their requests), but then they would stick out like a sore thumb by being the only street side parker not to mention everyone would be damanding they'd be towed immediately.

If that white van was in front of my house, I'd be pissed off. The only way it could survive is if our Board of Directors approved the van to park streetside. It also would agree to not enforce the "no living in a car" rules and the "no stalking" rules that keep people from spying on each other. If you have alleyways, check to see if there is surveillance of alleyways too. If it is someone else's alley, then it's a house on that side being watched. If it's your alley, then one of the houses on your side of the street are being watched.

OP, check your car for a tracking device. Look underneath the rear end. If you see something attached by magnet, then that is a GPS tracker. If you have a GM car, then you have Onstar and can be tracked that way, so the FBI or police don't need to attach another device.
