WHM and DRK is by far the worst combo of all the healers and tanks.

You can't mail them to yourself, no. I use the FC chest as a means of transferring things or use a friend as a third party. There's also the route of putting some vendor item up on the MB for x amount of gil, buying it on your main, thus giving your alt gil to buy whatever.

So is Impulsive Appraisal full of shit? I've counted 67 uses of it and despite a "30% chance", not once has Discerning Eye actually proc'd from it. I'm just spamming it to see if it even procs now. Feels more like 3%.

It's not, though. If you're going by Expert dungeon clear time with big pulls, WHM and DRK with a BRD using Foe's is one of the faster Tank + Healer AOE combos.

If you're going with raiding and ex Primals, DRK is still the best MT and last I checked WHM is still best MH. (I think AST is the best now? Haven't played in a long time.
