On top of the building you first drop into the city ruins next to, the one that gets partially destroyed during the Engels fight. You gotta climb up the elevator shaft to the roof. Also I think they only show up after you get to the point where you can choose a character to play as in route C.

I actually said "that's so fucking cool". Then when the game title came up right after 2B died and the tower appeared, basically implying that this was only the beginning of the insanity, I had crazy chills. After that, the deep depression started to take root.
