The Spanish King Phillip I of Castile, father of Charles V was Half-Burgundian and inherited Burgundy via his mother.

Basically You can't marry your daughters off to foreign husbands because then those husbands might end up inheriting parts of your realm. Also when you are at such a position you are the leading family of Europe you can't marry with lesser nobility that aren't direct rulers of a realm, it is not prestigious and it's insulting. Austrian Habsburgs were better in that regard because they did have families to marry within HRE that were sufficiently prestigious and ruling families of countries so they kept the genepool large enough to not lead to severely retarded children, while for Spain they didn't have any options and just kept marrying cousins to nieces.
