Ice Bite and the two nodes in the WED cluster bottom right give 25% easily. Hypothermia gives 5% less Freeze chance but you get a More multiplier against chilled enemies.

It is better rolled (over 200% phys dmg) but surely no one gives a fuck about phys dmg on that meme item. It isn't perfect or close to it.

And yeah price fixers, but fucking how many are there? They used to be extremely rare but if you look at the item on poe.trade, there are an awful lot of "different" accounts with the same item for dirt-cheap.
