Cecilia: useful one stage after she joins you (would be useful right away but fog of war desert shit) because of staff levels

All in all, both are shit but Cecilia contributes more because you can at least give her torch/restore/physic staves to make her helpful right away, unlike Nino. Her stats are total dogshit though.

Awakening or Fates: Birthright would be the best places to start, if you're limited to the 3DS games. FE7 (just called Fire Emblem in the states) would be better if you're into emulation.
