I thought it was balanced because it was behind three moves of CQC (one more if you want to cover their mouths whilst you do it), you needed a bladed weapon, and not to be interrupted in any of the stages leading to the kill move by the target resisting/calling for help/being stumbled upon?

They don't even have instant stun tasers or batons so you can't just suprise them with a pocket stun. If you want an easy assured 1 shot kill with a knife, you'll usually have to try to knock them out before you pull it off.

I've used it plenty of times on bay without a bwoink.
