Funny that you should link that, because I completely disagree.
It makes much more sense when you compare Ouma to Junko and Komaeda. Junko spreads chaos and her aim is to cause despair, Komaeda acts according to his own whims and his aim is to cause hope with no regard to what else happens before it while Ouma's chaotic actions all relate towards stopping the killing game in some way, even his more questionable ones.
The principle characteristic of a Chaotic Neutral character is that their actions must not favor one outcome or another, because Ouma certainly doesn't do this he can't be Chaotic Neutral but he certainly leans more towards this than Kaito in NDRV3 itself.

I guess only time will tell which he is between Chaotic Good and True Neutral, but even things like how he never discusses his past or talks about the future in his FTEs do imply he's more of a wild card, though Kodaka has also stated Ouma's designed as a trickster and trickster types are always chaotic.
