If you already have the sand boots, you need to find the guy in his tent and ask him for his snow boots. Then proceed to do sword quest

Protip for ruppee hunters, There's a fuck ton of moose and rhinos on the hebra mountains, all you need is a powerful bow. unlimited prime/gourmet meats for all the money you could ever need.
