In order of stat priority: dex > str > int > fth
Dex and str both increase the elemental AR as well as the physical AR so they kinda triple-dip for stat efficiency. That's why they're only D, because they affect 3 attributes at the same time. That's right, they're quality weapons.

As for actual use:
The running L1 is good because it carries you a huge distance forward and has surprising range. The standing L1 also has surprising range (extends noticably beyond the weapon's model) and does a lot of damage.
Your basic approach is to poke with running R1s and baits (because CS running attacks are always good), mix things up with the unpredictable distance of the running L1, and bait whiffs to punish with the standing L1s.

At sl120 you'll catch a lot of meta pvp builds going through there for the first time, but most of them will be in groups of 4 with passworded escorts
You'll also catch a lot of people well above 120 (like all the way up to 140) because people do unironically level that high and the invasion range is massive.
