ASAP, lowbie dungeons are easy, give big XP, and provide valuable grouping experience so you know to kick all Hunters who won't turn off pet taunt.

Until Legion its the fastest way of levelling

Dugeons are good for loot and exp. Try to do them all at least once for the exp and quest rewards. Doing them as youre leveling is fine, as long as its relavent to your level. Dont be lvl 35 and go back to Ragefire Chasms just because you missed it, it wont help you.
If you do random dungeons you get exp equal to turning in a quest and random loot, so if you have nothing better to do then its not a bad idea either.

Is there an ilevel where I can be of the knowledge that I'm nowhere near top tier, but still don't feel like I'm 'wasting time' not farming for gear?

I'm a casual shitter, bu8tI always feel like every second not farming gear and AP is 'wasted', regardless of how much fun I'm having.

In WoD I could at least get crafted/PvP gear and be content to not gear farm, but here in Legion I can't seem to find that magic gear level that has the same feeling 715/725 felt in WoD, i.e. not great but not terrible.
