The way that science works means that what you are describing CANNOT happen. All it takes is for ONE person to publish replicable results which can't be dismissed, and the entire scheme gala apart. And there always be someone who is willing to publish those controversial results because making a breakthrough like that is what gets you into the history books, also these shadowy forces you describe would need to have just as much influence in Beijing as in Washington. Until we get a totalitarian world government, the nature of the scientific method will always lead to the truth coming out.

Don't forget to mention that some people are just idealistic and want to better the world for the sake of a better world. That sort of people can't be bribed.
