He's had a dev kit for a long time and he's been playing around. I'm not sure if there's a formal project happening yet though.
He almost broke HD rumble on Twitter shortly before Nintendo officially announced it because he was so excited about it and teasing the announcement ahead of time.

Scepticism is healthy enough but if you look at how Takaki likes to make games in the past it seems clearly evident that he will make some kind of Switch game.

Not saying that it is the case, but the game can still easily come for the Switch if your argument is cutscenes being already made.
It's simply an inclusion of said files after all.

1) My argument isn't that cutscenes can't be used on Switch (duh), it's that one project hasn't even started, the other has to be already well underway. Development times don't match.
2) I didn't say SK7 isn't coming to Switch either, I just said it's not the HD rumble project we know he's thinking about.
