Yeah It'd have to be SUPER fine tuned but the problem with ults like that affecting everyone would be that it'd be broken as shit
When Ekko came out for LoL about a year ago people speculated his ult would turn back the ENTIRE game for EVERYONE by 4 seconds. That sounds stupid but most fights in the game last less than 10.

Lucio's ultimate is ass. It lasts for such a tiny period of time and decays so quickly it can't actually protect your team from all of the damage it ever needs to.

I would much prefer if it was a turbo amp up for quick regen or made everyone SANIC for a few seconds instead.

Season high was 2350 but I don't think I'm climbing anytime soon. I'm perma tilted and get super angry at the smallest thing even though I win 60%+ when I get to play dps. This game pisses me off more than any other game I've ever played.

Last season high was 3170 playing with an equally rated friend, this season decided to solo, I'm at 2550 right now.
Unless you can solo half the enemy team and carry or you get lucky with a decent team you're not going anywhere son.

New Lucio is just a worse mercy with racecar speed gimmicks. His AoE is too small to be useful as a healer and he still doesn't heal enough to be competitive with Ana.

McCree is heavily outclassed by other characters like S76 atm. I don't think he needs a huge buff to damage, but he does need something to make his ult a bit more useful.

Maybe make it so that, when you are looking at McCree when he does Deadeye, the charge rate of deadeye increases on you. So people who go looking to kill the McCree put themselves more at a risk of dying.

That, and have the cooldown of his roll refresh when he gets a fan the hammer kill. Those two changes seem pretty reasonable.
