Tanks from 2200 to 3000 are notoriously bad.
I think nobody calls them out because nobody even knows what the fuck they are supposed to be doing. The idea of damage mitigation and saving teammates does not occur to them. They just think of tanks as "the guy with the big shield that I don't stand behind."
It's made worse by the popularity of Roadhog who tarnishes the image of tanks. The only "tanks" 98% of Plats deal with on a daily basis are "shitty reinhardt who doesn't save anyone" + "shitty roadhog who charges enemy's ults"
