The units are only 7s though. A lot of that atk comes from timed abilities aswell and he's using a bunch of cheap affixes, honestly the most expensive thing I see in there is upslotting shit to 7s and the elegants. The weapon heavily depends on how many ability factors you managed to get dropped as 8s.
