It's a towing eye.
Most track events require atleast frontal one.
However some wannabes and ricers also get cheap aluminum shit on their cars. And there's way more ricers than people that need them. So if you need one you either have to pay 500 dollars + tip for a hoop attatched to a bolt or pay 30 and hope you don't need your car towed.
