I presume it's because you don't play groove songs as many times (or in succession) as you do token songs over the course of their respective events.

Between that and the Master version changes, they really seem to be concerned about the songs potentially getting stale too quickly since you can't modulate singers like in the mainline games to keep song repetition fresh.
