In prior expansions, that's simply not true. You don't need every gimmick epic to be competitive, so you really only need about half that number of packs. I'm F2P and I only grind about 80 packs per expansion, but I'm not at a loss for cards, just shit epics.
Of course, this set, with its better epics and increased Legendary count, might be different, although I don't think so. Most of the quests simply won't be playable.
