Take a character from anything else and try to give them a XV2 moveset. You can use moves that already exist or make up your own.

Hard mode: no sledgehammer or charge moves.

ZEUS
Supers:
Lightning Bolt: Ki Super, one ki bar cost. Throws down a bolt of lighting at the enemy's current position. Has start up animation so can be read and blocked, or dodged. Unlimited range.
Sledgehammer (because of course)
Arc Lightning: Ki Super, one ki bar cost. Tapping the input results in a short but weak lightning attack, which can be used to combo into. Holding down the input shocks the opponent for longer, deals more damage, and launches them.
Maximum Charge (because of course)

Ultimate:
Thundergod's Wrath: Ki Ultimate, 3 ki bar cost. Calls down huge bolts of lighting at every enemy in the arena. Average start up, average damage but the bolts come out quick.
