Regarding your question, the Holy Roman Empire was killed by the rationalism and universalism that were popular during the Age of Enlightenment. They couldn't possible conceive of a realm based on tradition, hierarchy and local liberties instead of "muh reason" and "muh freedom" which was abstract and impersonal, therefore useless. So they thought it was a joke.

The real joke, of course, is that the countries that tried to adopt Voltaire's rationalism ended up either being failures (like Jacobin France) or terrible tyrannies (like the Soviet Union).

Meanwhile the HRE lasted a thousand years and prospered for most of the time, being always most wealthy and prosperous than other European countries.
