Focus ST's can barely crack 300 without a turbo swap.
Mazdaspeed 3's can hit about 320 on stock turbo, but they aren't current. Someone just got into the 9's with one.

Skip the electric but a 1st gen with mpx rebuild good for 350+hp with boost for a couple thousand $
Or a srt4 swap into a first gen and run 25psi on the cheap. Still going to need a bit more to run 9s but I know theres a couple who have ran 10.xx on completely stock 3speed auto transmissions in 1g neons.
