I figure that, for most turians, the "exoskeleton" is generally located around the collar, back, and outside portions of the extremities.

So, generally, the torso below the clavicle, the belly, inside of the arms and isnide of the legs would be more "fleshy", rather than having the harder epidermis. To that point the exoskeleton itself wouldn't be like hard metal plates, rather think of it more like hard skin, or maybe even like a fingernail. It would still be flexible in some way as evidence by turians mouths, but it would provide much better protection than softer skin.
