FRC Watchers in Isz and Ihyll drop the 27.2% gems you need. The 31.5% BLT comes from a shotgun Watcher in an Isz glyph (check the OP for it).

Nope, no NPCs in Cainhurst.

As for Logarius, parrying is his only real weakness. He's not weak to anything, really. When he plants his weapon in the ground and glows, go up and beat on his ass, he's powering up for phase 2 in which he can deflect projectiles. If you knock him out of it, he won't deflect them.
