No. The only dragons that existed prior to the First Flame were the Everlasting Dragons, who are mineral-based lifeforms and basically stone elementals. Once the First Flame ignited, dragons started existing who were fire elementals.
It's not explicitly stated ingame, but has been covered in interviews.
