Ffbe. Is refia only considered top tier because of her full hp revive? I find myself barely ever using her even to heal (I dont arena), and her buffs are and will be completely outclassed by my Ramza. Would Luka work better for my party with the aoe heal+esuna? Or is there something I'm missing about Refia?

We don't really need it because we have the board. Anything really specific doesn't need to be part of the stamps. Chances are you'd be misunderstood in a public room no matter what stamp you spammed.
