When people bemoan the death of lowsec they aren't talking about FW or some small corp living in a lowsec pocket somewhere.
They're mean groups like Snuff, Project Mayhem or Shadow Cartel who can hit above their weight and take on nullsec groups because their average member is richer, more experienced and has higher SP than sovnull players. Even PL started out as a lowsec alliance.
Their corp and alliance level income comes from controlling lowsec moons and POCOs and that's what they mostly fight over when they're not busy bullying smaller groups.
Before CCP added LVL5 missions lowsec groups were much smaller and poorer compared to the large nullsec alliances. With lvl5 income they were suddenly able to easily field expensive, faction fit subcap doctrines and cap and supercap fleets large enough to contest lowsec moons.
