This is an easy way for them to do something on the SS side while sidestepping the lack of verification factor. They clearly don't want people to game the system when it comes to things they might have to spend more money on. Voting for idols or units might mean having to voice more girls. This would be just a case of redoing an existing song. Much cheaper, so it doesn't really matter even if people use multiple accounts to vote.

Not necessarily. Official rearranges can sound pretty good and very different from the original songs. Just look at the Cinderella Master Rearranges from the 346 Selection Albums.

The drum sound and the slight delay on the guitar in that song gave me really strong nostalgia for this album for some reason. Like objectively speaking they sound almost nothing alike but somehow it plucked this vague audial memory of listening to this nearly a decade ago from my mind.
