Oddly it's only very specifically weapons, binocs have always been immune. It's weird shit, you'd think binocs would use the exact same code/scripting as an adjustable scope does, but apparently not.

The outlining thing is probably the friend-or-foe identifier box the binocs put around NPCs you're looking at, it's been disabled in a lot of mods for "challenge".

Probably that a semaphore has been released more often than it has been requested. My guess at least.
A semaphore is a structure helping with mutual exclusion, so that a critical/limited resource is not used by two different processes/threads simultaneously.
