Thalmor and the Dominion are two different things.

so i was playing enderall the other day and i got out od a cave and found that i could clip though the ground into some kind of bugged out water space that i can swim in but not submerge.
then you can see where the ground goes back to narmal and when you try and got on it you gget clipped though the group back to normal again.
is this normal? is thera lot of bugs in enderall or should i reinstall it?

The Dominion isnt in Skyrim cause they never got past Cyrodiil during The Great War thanks to the concordat, which is what the initial quote meant. The thalmor are legally there to oust worship of Talos, not fight the stormcloaks or participate in the civil war, thats the Empires job.
