Yes, it's the astral silk robe. It has a level requirement of 1 and can be equipped on anybody. My WHM is like... Almost level 40 I'd say? I need to work on her more. I'm sure that once I get it higher I can glam other things, maybe some nicer bottoms. Low level glamour is pretty limited, and there are some really nice (untradale) things that drop in dungeons.

A good skirt is the plain long skirt or spring skirt if you are going for a modest look. As a cat, you will stand out more looking modest than being lewd. Play against your element.
