Both of these questions are complicated to answer as it depends what you want to do in the game. I will say as a whole design wise, I don't think the game is on a decline. The game has been shittier in the past certainly.

You get out of EVE what you put into EVE. You can just log in every now and then and go on fleets, you can log in every now and then and do missions, or log in every now and then and explore. However "playing" EVE is kind of a misconception. In WoW or some other MMO once you clear the expansions content you've "played" the expansion. You do dailies and grind gear in order to make your character more powerful etc. In EVE you are either logged in doing stuff or you aren't and that's really up to you. Can you have fun in EVE without making a lot of commitments? Certainly! Can you compete in EVE without making a lot of commitments? No.

You can't compete in mining. You can't compete in the market. You certainly can't compete in claiming territory. You probably can't hold a wormhole. You can't accomplish things in EVE unless you're outpacing or outsmarting other players. (except missions, they basically have zero community interaction and are broken content)

The game goes through high points and low points. Its like the real world, stuff can escalate very quickly, or it can lull in a state of relative piece for long timelengths. On an individual content scale, there is always content if you go out and start shit.

Is joining Brave Collective a good idea?

You set defense timers on systems and citadels on when they will be vulnerable. They need to be vulnerable for a certain amount of time depending on the size of the structure, I'm not sure if systems have different defense timers. Theres a weekly amount of time, I think you can have all your time in one day, or you can spread it out around your schedule.

Essentially the timers dictate timeslots when people log in to fuck with your shit so they know when they need to be ready to assemble their fleets and when you need to assemble your fleets. Typically the primary "commitment in EVE is a mental/social commitment. In order to compete in EVE you need to play with other people.

You can play EVE with it being a normal life priority that you would expect out of a hobby. HOWEVER, EVE can be unfun at times, its work sometimes, you'll deal with shit you don't want to deal with and in order to compete you need to still be able to log in and do shit when you don't want to.

If you're flaky you might as well just fuck off.

EVE is one of those games where things take time, a lot of newbros look at someone with a carrier, billions of isk, and tons of fancy mods and then get's all discouraged

but he doesn't see the years of SP training, ratting, grinding, mistakes, and learning that the veteran player has gone through

go get a referral from someone (either here or leddit) and you'll get 250,000 SP to help start your journey (it's actually a fairly big chunk) and go through the tutorial

I'm interested in small gang shit, but the only things happening near my corp seem to be massive fleets, which are mind-numbingly boring. I just want to roam with a small gang and blap shit but no one seems interested.

Depends on your alliance, probably. Some have specific ingame channels for that, others have sigs and private chat rooms and others just have corps dedicated to that within the alliance.

This is the only way I've found of getting any kind of small gang pvp in nullsec. Don't wait for publicly announced fleets, that's just the necessary bullshit to keep your shit safe. It's hilarious if you can get into a group that actually lives in hostile areas, just to fuck around with the locals.

You need to be able to produce quickly to make the most of market gaps, otherwise you get to the party too late to make any isk.

Sortof. Experience and knowledge are more important than mechanical skill because most fights are decided before the engagement.

There are some skill intensive ships, but RLML also exist and they are a hard counter to them.
