He would look for startups headed by black folks. The assumption is racism is everywhere and that is why there are so few black business owners, thus making it an untapped capital market.
However the truth is most people are ruthlessly practical with their money, it is difficult to consistently beat the market average, they will only hire on merit because it is the only rational thing to do. Whatever the reasons for racial disparity, that is not it. I for one would hire a black man or an asian or Indian or whoever I objectively determine will make me the most money. All I care about is money. Money money money. I don't see any logical reason to do otherwise.
