Well, it was pretty much confirmed that Peko was based as a rule 63 Ishimaru in the art book. The fact that their role in the story is so similar, wanting to protect their friend which happens to run a gang who they see as a sibling at all costs, makes them kind of a yin yang parallel with each other.
