Didn't get a skin the last two events so hopefully Pharah gets another sooner rather than later. Kaplan saying that Zarya has a skin coming soon after this event makes me wonder if there will be less of a gap between events coming up.

No the achievements are beat each difficulty, beat hard with at least 80% health left, play all 4 characters, and play 8 different characters in all characters

Despite their appearance and purpose, they're relatively tanky as fuck. You just have to accept your payload will take some damage on non casual difficulties due to sheer number of enemies. Try to have Rein + Mercy boosting him to quickly dispose of them, if he doesn't need to shield.
