I mean everyone has to have a license to drive a car, isn't it more dangerous to allow people to have children if they have the ability to ruin the kids lives?

The one child policy was based on communist pseudoscience and was a gigantic hassle in the lives of the working Chinese poor, since anyone wealthy enough could buy their way out of having to obey it and in the end all China has to show for it is a fucked up generation where girls were raised in horrifically understaffed and underfunded orphanages and there are 2 million more men than women who will probably never start a family or have a chance at decent employment. And now their once explosive growth has stalled and their entire economy is teetering on the brink of collapse.
I have a female cousin who was adopted from a Chinese orphanage and she has a small tattoo of a tea leaf on her hip that mothers gave their babies to let them know that the adoption was against their wishes and was forced upon them.
All it does is cause problems for societies and making there be a "parenting license" would turn into a massive headache for working people, while becoming a nightmare for poor people as they have their children confiscated from them and placed into state orphanages where the living conditions are even shittier than the conditions they came from, making it in actual terms a complete fucking waste of everyone's time and money

Sort of related to OP's question, I have thought of a solution which requires a global, totalitarian state to be workable.
At birth, everyone is issued 1 (one) birth voucher. This is given to all people, regardless of gender, social standing etc.
These birth vouchers are available for sale on the open market, and can be sold for whatever the market will bear. Upon selling a birth voucher, state-provided sterilization prevents "accidental" additional births.
Couples would typically have 2 children, either adopted or via vagina.
If a child dies before reproducing, the parents retroactively inherent a new certificate for a child, which they may either sell or make their own second attempt.
Statism aside, would this draconian measure actually solve the world's problems?

When your aging/retired/senile/infirmed population outnumbers your younger worker generation, you get into all sorts of fucked. Especially since very little of elderly care can actually be automated.
And... At risk of sounding /pol/ - the most obvious method to compensate, is to import immigrants, who often come from countries that are hostile to your culture. Even if they don't succeed in subverting the ideals your civilization is based upon, they are at least going to cause mass social upheaval and resentment as they enter the workforce, or worse, become an additional burden on the already overburdened society.
And in the end, the only way you can ensure your ideals are passed on into prosterity, is through your children. Take away the concept of the after-life, and that's as close to immortality as you can hope to get.
