Ships with only usable torps and no guns are trash, which is why the IJN line bar the Ducky is crap.
Torpedoes rely too much on enemy stupidity to be consistently effective and can be countered by too much. They also can't even do the basic job of contesting caps with other DDs because they'll lose every gunfight against anything they come up against.

Probably at the same time they're nerfing the single useful torpedo boat left in the lines.

They were less reliant on stupidity before they kept getting nerfed because there was less reaction time to their torpedoes. Now the line has some of the least useful torpedoes in the game because they're hardest to land since they have the greatest reaction times of any of the torpedoe botes. What makes the high tier US DDs so good is that they're useful gunbotes and they have torpedoes which are more consistently able to land, which means they're more consistently able to do damage and (importantly) cause flooding and pop DCs. Getting less hits with slightly more damage each will never be as useful as a ship that can reliably hit their torps and then take advantage of DC being down with useful gunfire that can reliably start fires.

Just go into Photoshop, select the colour of an area, and put a 1px dot in an area of the same colour.
