Probably not. Bot tower is still weaker early and Rift Herald is still tough to take early. There's likely to be little value in an early herald if it means the other team can just run a standard bot lane and get first tower gold.

I think herald will mainly offer an alternative route for teams trying to force down a stubborn mid tower held by a mage with strong waveclear.
