Anet is unsure every year about when festivals happen. Also, they would make too many promises to handle by announcing future events.

Thaumanova, for example, needs you to have multiple people on buttons for one room. It's possible to have a mesmer do both button 1 and button 2, but not all 3.
Chaos needs four people to light the fires right before the final boss.
Swampland needs you to run three wisps in the beginning and 4 wisps at 25% on bloomhunger simultaneously.
