I agree. We should have seen this Black Mask so we become privy to the idea that there's another person in the Metaverse early on rather than the second and third bosses kinda alluding to it.

Like maybe once you beat Madarame, he mentions having seen the Black Mask, who then shows up. You fight him, it's a pointless battle but you get to see how strong he is. You fight him again in the middle of Kaneshiro's palace, this time you're given a fighting chance but it's still hard and there's no penalty for losing, and then you fight him again in Okumura's palace and you have to defeat him. Then when pushed to the brink, he takes down Okumura before he seemingly goes down.
