Find the fusebox for the security cameras on the walkway above the vault, then approach the room with yellow guys in it. You'll then go back to the control room in the first area to lure one away and take it down, then go back to that room with the second guy and take him down.

Shido just has one bullshit trick that can kill you instantly if the random number god hates your guts and even that crap's only in his first phase. Once you get him to 66% he's way easier.

It just pisses me off because the game in general was pretty good about not repeating the bullshit that P3 and P4 pulled. They even made a Shadow Mitsuo-like boss fun, that takes skill.
