Yeah actually. Bubsy is a lot like Sonic. He was popular in the 90s but slowly started losing relevancy after awhile. He even had his own "Sonic 06" which was Bubsy 3D. He got some sort of revival a few years ago thanks to Steam. It's not a totally farfetched theory. I can see where it's coming from. He's very obviously not in the game but I can see why people would think the 3rd character is him.
