3. work towards getting your drivers licence - you have a part time job so give it some meaning by working towards that

If you know where you want to go, and have it planned out, go to college. It will definitely benefit you and yes if you're clever enough you'll make the right connections with the people there.
Pen and paper, make a weekly timetable, put all of your important tasks on there (i.e work, meals, going to the gym), fill in the rest of your spare time with things that will improve your craft.

You need to do everything right first. Just focus on eating right and incrementally lifting heavier, guaranteed pathway to get stronger.
After 5 years of training hard, then steroids might be an option.

If you can't achieve sound strength naturally you will never have the willpower to do so even if you're on juice. If you're low test it's straight up a sign that you're not training hard enough. How long have you been lifting for? How dedicated have you been?
